Membership
Membership is open to nominated representatives of all statutory bodies, voluntary organisations, clubs and community groups.
Projects & Activities
The Town Partnership’s support is required in order for projects reliant on external funding from a range of government sponsored grant making bodies. The Partnership has a commitment to support ongoing projects within Swanage. Amongst those projects which are currently being supported are: King George’s Field, with Y-Axis and Play in Swanage seeking fundraising for Skate Park and play equipment. The Pavilion project is also supported and is currently at a formative stage. Other projects include the Swanage to Wareham Rail link, Swanage Fairtrade and the Crime and Disorder Reduction Partnership.
Market & Coastal Towns initiative (MCTi)
Funding for this initiative is now finalised. The initiative was commenced during 2005/06, with support from a newly established Market & Coastal Towns Association, taking the lead on the initiative from the Southwest Rural Development Agency. A Community Agent was employed in September 2005 with a view to taking individual projects forward through the initiative. On September 24th 2005 a “Bringing it all together” day was held at the URC, with working groups being developed from October 2005 onwards. In March 2006 Bournemouth University’s Partnerships, Access and Community Education (PACE) department were employed to carry out a Healthcheck so that any gaps in research already undertaken may be identified prior to a Plan for Swanage for the next 20 years being developed. The Plan was completed and published in May 2007. It has been adopted by Dorset County Council, Purbeck District Council and Swanage Town Council. The Plan will be used by a range of government agencies to bring forward a variety of local projects linked to the strategic planning objectives and policies.
Finance
1) During 2007/08 all financial activity related to the MCTi, with general expenses being the only other activity outside of this area.
2) All monies received through the MCTi are ring fenced solely for the elements of the programme and budgets for this initiative. During 2007/08, expenditure for the initiative totalled £4,377. Monies received through claims made to the MCTA totalled £13,339 and together with a balance brought forward of £19,818 resulted in a balance carried forward to 2008/09 of £28,780 for the MCTi.
3) General expenses amounting to £113 related to activities which are not specifically pertaining to the MCTi. This was an advertisement for the AGM and was funded by Swanage Town Council who made a contribution of £2,000 in 2007/08. A balance of £1,887 is therefore carried forward to fund any activities for which no other funding is available.
4) The total balance carried forward to 2008/09 is £30,667.

Minutes of the AGM from Wednesday 20th June 2007 were unavailable but will be provided at the next AGM in June 2008
3) Matters Arising
As the Minutes were not available the Matters Arising could not be attended to but will be included in the Agenda for the June 2008 AGM.
4) Board Membership – Harrow House
Harrow House International School is one of Swanage’s major employers and also contributes to the tourism and general retail trade.
It was proposed by Ann Faulkner, seconded by Cherry Bartlett and AGREED UNANIMOUSLY that Sharon Patterson, Assistant Director of Studies, Harrow House International School should be invited to the role of Board Member of the Swanage Town & Community Partnership.
5) Business Representative
Ian Allen, Vice-Chair of Swanage Town & Community Partnership, representative of the Chamber of Trade and member of the CSP Working Group has had to resign due to work pressures. The Town Partnership therefore requires a new representative from the business community.
Mrs Faulkner requested that the Town partnership should extend their thanks to Mr Allen for his efforts in developing the CSP and also to his employers – the Echo Newspaper Group – foe being so understanding about the amount of time Ina was able to devote to the Town Partnership.
Mrs Faulkner suggested that the Town Partnership’s grateful thanks could be included in the next Council newsletter if space permits.
Mr Dennis asked if Mr Allen had been a great help with publicity and if a similar type of person would be needed? Mrs Faulkner confirmed that Mr Allen had offered his organisations’ help with exhibition graphics, and large printing jobs if required.
Mr Allen is also retiring from the Chamber of Trade and it may be that the new Chair would be interested in taking up the role as Business Representative for the Town Partnership.
It was suggested that this matter be brought up at the AGM in June.
6) Swanage Community Strategic Plan
The Swanage CSP was published on May 24th 2007 and sent via the Advertiser to all houses within the Purbeck area. It was also sent to DCC, PDC, Purbeck Community Plan, STC and SWRDA.
DCC, PDC, PCP, SWRDA have all adopted the Plan. STC to Adopt the Plan next week.
Mrs Faulkner thanked members of the CSP Working Group for all their hard work over the past two years as it has taken up a lot of valuable voluntary time.
Since Christmas, the CSP Working Party have looked carefully at the projects in the plan and also at how towns such a Bridport and Lyme Regis have worked with DCC, their local District and town councils. Ideas have to feed into this three tier structure. In these towns the CSP Working Groups have become supporters and influencers.
The Swanage CSP Working Group agreed to take on a similar role and has spent time determining which body is responsible for which type of project and which projects could be moved forward easily. Also, the CSP Working Group agreed to work with existing Swanage Action Groups to move projects forward where possible.
Food Festival – this is planned for June 2008 and will be carried out by the Commercial Road Businesses. Ian Allen was highly involved in the development of this project.
Affordable Housing – has been left to PDC as they are progressing this via the Local Development Framework (LDF). All relevant information has been fed through to Steve Dring at PDC and therefore the Swanage CSP is supporting the work PDC are doing.
Community Health and Care Research – Davina Smith has been in contact with the PCT and Gerry Norris’ Action Group in a supporting role for both the Minor Injuries Unit (MIU) and Day Care Centre projects.
Learning
Mrs Faulkner explained that there is little Dorset Adult Education (DAE) provision in Swanage with a small amount provided by DAE at Swanage Library.
The Purbeck U3A addresses leisure learning for those in semi-retirement whose children are over the age of 18 and has 350 members in Purbeck.
DCC are funding basic computer skills for the over 50’s via POPS and the Emmanuel Church.
Learning for work based skills can only currently be accessed via travel to one or other of the colleges. Problems with transport/cost etc., were noted.
Kim Gallagher has looked at computer based learning (flexi-learning) and has identified several free courses some from the OU which can be accessed by anyone who wants to learn as a leisure activity in their own home.
Kim has also met with DAE who also recognise Computer based learning as a way forward but who do not as yet have a package available.
SWRDA have confirmed that they are keen to fund a Learning Plan for Swanage and the environs but the CSP Working Group needs to find another funder. DAE was the first choice but they came back with an offer of ‘help in kind’ which is of no use to this project. This subject will be brought up at a subsequent CSP Working Group meeting,
Traffic Flow project – this project is moving forward with the objective to provide the very best traffic flow model for Swanage for now and the future. A meeting was held late last year between the CSP Working Group, STC, PDC, DCC, SWRDA where it was agreed that the CSP Working Group would put together a set of ideas based on community consultation data and these ideas would be fed by DCC to external consultants to test. Those ideas that work will then be brought back to Swanage for a public exhibition. After the exhibition a meeting will be held with STC, PDC, DCC and these ideas and public comments discussed and for STC and DCC to take the project forward.
Mrs Faulkner outlined two projects which have not been addressed to date and which would be brought forward to the AGM for consideration by other groups within the town to take forward. One of these – the Energy project is of interest to SWRDA. Mr Brixton commented on the energy source research carried out by the CSP Working Group to-date and noted that some towns had formed groups to promote energy saving activities.
Mr Leach confirmed that the opportunities for taking forward projects from the CSP would be noted in the next Swanage Residents Association newsletter.
Several members present mentioned street lighting as a potential opportunity for saving energy in that some lighting could be turned off earlier in the morning. Mrs Bartlett confirmed that this subject is indicated in the current phase of the PFi initiative.
Mr Dennis complimented the CSP Working Group on the amount of work they had carried out to date.
7) AOB
Swanage Railway’s, Director & Company secretary, Mr Keith Gooding was unable to attend the meeting but kindly sent and email with an overview of the state of the project (attached).
Ms Delahay, CSP Working Group – Culture, provided an overview of the work that strata were doing within Swanage including trying to make better use of facilities around Swanage and proposals for a permanent exhibition centre.

Swanage Railway - Update
1. The Railway is pleased to welcome its new General Manager - Mick Dean - who effectively took up his appointment on the 2nd January. He is in the process of moving house from the Reading area.
2. Dorset County Council have appointed Halcrows as consultants to specifically analyse and verify the financial figures as contained in the original successful bid to the Strategic Rail Authority - this bid effectively died when the SRA was abolished.
Halcrows report is due this month (February) and if they do indeed verify the financials as being "positive" then this should lead to a bid to SWeRDA for the funding of both Capital and Revenue support. Obviously - if negative, then remedial work will have to be undertaken on the Project's basic outline.
3. Meetings have taken place between DCC and BP about the future of the sidings at Furzebrook and negotiations are underway.
