They are after the platinum that coats the interior. The police should find out the metal dealers who buy these from the lowlifes who crawl under vans to steal them. It is a low level form of organised crime.
This sounds to me like the easiest of organised crimes for the police to deal with. Just take off a few of the constables harrassing the Towns' Landlords and find out where these things get reprocessed and take it from the top down.
