Town Meeting 7 May, 7pm

The annual public town meeting (aka Parish Assembly) is on 7th May at 7pm at the Town Hall. It's different from the usual council meetings in that the whole meeting is for public discussion, This is the opportunity for anyone to raise any issues they wish. If you have a specific proposal, this is a good time to put it forward: I understand that if a majority present vote in support, then the council has to give it proper consideration at the earliest opportunity.

These my brief notes of Parish Assembly meeting on 7th May 2008. Hope no errors/omissions. Please advise of any errors….

Bayview Caravan Park
Last year promise was made that a clear explanation of the position would be published, yet nothing has happened yet. The Town Clerk and Mayor said a report would be issued soon, that is within weeks , and also carried in the next Swanage Matters.

Management accounts
Assurance given to Peter Clark, who proposed a motion on this last year, that these are now being given monthly to councillors.

Cipfa Accountant
Last year assurance was given that the council would have its accounts reviewed by an accountant specialized in council matters, as part of the discussion on the Management Accounts motion. Mayor said that this should be resolved within the next month with services provided from employees of the Poole authority.

Minutes
Request made (and agreed) to distribute minutes of Parish Assembly meeting in ‘draft’ form to avoid waiting 12 months for publication.

Mowlem
Request made for the Council to subsidise the theatre if a tenant cannot be found to replace Hall & Woodhouse. Mayor said there should be no problem finding a tenant.

De Moulham Estate
Question was asked if income from the estate could be used to fund road repairs on unmade roads in North Swanage. Answer: yes, can be used to benefit townspeople.

Police/Community Support Officers
Four officers were present, explained their part in PACT, to address key issues. Current topics are boy racers, illegal parking, dog fouling. Asked public to report any incidents to 01202 222222, as soon as possible. Mention was made of section 59 Order which provides for boy racers’ cars to be impounded on second warning.

Shore Road/Battlemead
Question asked by Ian Mackenzie about when wall will be repaired and crossing reinstated, with particular reference to safety of people crossing to Battlemead loos in summer season. Town Clerk advised that there were issues over ownership, but perhaps should get fixed first. DCC councillor Hiett seemed to be unaware of the issue but said he would pursue. It was stated that the owners of the land would not accept that they were responsible for the wall, since they did not build it in the first place. Therefore, waiting for issues of ownership to be resolved was a recipe for another year's delay. The only solution was for D.C.C. and other local authorities to bite the bullet and repair the walls.

Recycling Centre
All agreed it is ridiculous not to have a centre in Swanage. Liberal Democrat Motion proposed and unanimously passed that this be addressed at an early full meeting of the Town Council after the Town Council receives a report from P.D.C. about how discussions with D.C.C. about retaining a centre in Swanage are going.

Bus timetables
Mention made that a recently published leaflet says there is a designated person in Swanage to advise on timetable/connection issues: who is it? No-one knew.

Grammar school site
Discussion about this site and its new owners. It seems that Sovereign Reversions plc may only own the greenfield part of the site. The ownership of the building was unclear. The latest issue of the Advertiser suggests that Welfare Dwellings Trust has retained ownership of the building. It seems that a new planning application is to be expected.

Stone Quay/illegal parking
After some discussion about ownership, Police confirmed (reluctantly, but I think they did) that this could be construed as a danger to pedestrians. If called, they will take action.

Tourism Officer
Question asked who will replace Alison Holmes, who is leaving, given the growing importance of tourism. Mayor noted increasing importance of online booking, reduces need for staffing. It seems that the post of Tourism Officer is not being retained, at least under this title. Town Clerk to discuss issues of tourism, especially marketing, with PDC.
