Development Contributions towards Transport Infrastructure

PDC are proposing a levy of about £6000 per new development unit to support the transport infrastuucture!!! £750 if you add a one bedroom extension to your home!!!

Dearie me this looks like another spiffing wheeze by PDC which will be thrown out by a planning inspector or a judge with a considerable amount of tearing of hair and gnashing of teeth.

What the PDC document appears to say is that because a Sandford bypass is no longer going to be built and paid for by someone else they have to find £14 million for transport infrastructure. Simple answer, say that this is because of new developments and spread demand that anyone building homes or business premises pay the £14 million.

This neglects the fact that the new developments will only contribute a small proportion of the increase in traffic that is expected in coming years. Everybody else will go on making more use of their cars and indeed owning more of them. In the planning document PDC say they will act reasonably and fairly. They are entitled to negotiate (not demand) for gains to the community. Its hard to see how this blunderbus approach can be described as either fair or reasonable, except in the sense that they have a reason for doing it! I fear another fiasco in the courts. Memories grow dim but its not long ago that another pice of ingenious policy making came undone when PDC tried and failed to stop the demolition of the Corrie Hotel. That cost £50,000.

It must be said that PDC are in an impossible position. How can they possibly be expected to fund public transport adequately. To do the job properly means having buses and trains operating round the clock at intervals of not more then 20 minutes. It means turning the Swanage Railway from an enthusiasts toy and tourist attraction into a proper line and perhaps electrification so that it can be part of a proper system feeding into the Poole/Bournemouth conurbation. It means improving the standard of comfort of buses and waiting areas to compete with cars. Massively expensive but the price of civilising our transport system.
