The Echo's take on it is interesting;

"Once the strategy has been adopted by the district council it will ensure the authority has greater control over what can be built locally."

I thought the intention of the legislation now before parliament was to reduce local authority control in the hope that more housing would result.

The section which has been added about neighbourhood planning bodies makes it clear that they will only be allowed to develop local plans that mirror PDC's plans which appeard to negate their purpose. Reminscent of the bit in "1066 and All That" which describes one piece of legislation as "The Irish were to have a parliament but the English were to pass all the laws in it."

Nick, the passage about having shops on the Pierhead site looks simple enough. Can you enlighten us about any complications to that idea.

You will think me obtuse, but would you be so kind as to direct me, I have searched the document for "pierhead" and got nothing.

It is at http://www.dorsetforyou.com/media.jsp?mediaid=166001&filetype=pdf

You need to open the pdf and search for pier. Here are the relevant quotes.

6.7.4.1 Non-food shopping would be met through extensions to the main shopping areas in the Swanage, Wareham and Upton. In Swanage, there is potential at either end of the main shopping areas where new focal buildings could be provided at the Pier Head to the east and adjacent to the railway station to the west.

and

Swanage

The role of Swanage will be supported through:  Provision in the Site Allocations Plan a subsequent plan(s) for new comparison (non food) retail floor space within or as an extension to Swanage town centre. The enhancement of the area around the railway station and the re-development of the Pierhead cafe have been identified to be of key importance. There will be a priority for commercial uses supporting retail and employment opportunities in these areas;
