Barry, Angelo and Carlo Wiggins spend most of their day peering through binoculars, and get to know pretty much everything going on in the bay. As concessionaires they should be the Towns eyes and ears. In exchange let them have more control over the beach.
A CCTV camera on the end of the pier with a long lens would help find lost kids, maniac cliff climbers, lilos in distress etc, etc and would give a view of the side of the shelter by the Mowlham which the other cameras don't cover. It could be controlled from the tourist information centre.
Bit over the top Keith, they might be peering into Dancing Ledge's bedroom?
